Which non-governmental agencies are striving to achieve full disclosure, and what protocols must be established to ensure public awareness without compromising national security? Richard Doty provides insights into the Advanced Working Group.
Richard (Rick) Doty, a retired special agent, who served in the Air Force Office of Special Investigations was intimately involved with UFO / ET-related intelligence.
According to Doty: For about the last 20 years he’s been involved with a group called the Advanced Working Group of an original 88 members, now containing about 64 retired (retirement being a requirement — the oldest member being 90 years old) intelligence officers and retired military officers.
Doty: "The group [includes] a former Director of the Central Intelligence Agency. [. . .] We have some top scientists, and military intelligence officers that were involved with the program of recovering extraterrestrial crafts. We have two pilots in our group who flew a reverse-engineered [not extraterrestrial] craft. We have two former executive branch officers. So we have a lot of experience with the subject of UFOs, extraterrestrial intelligence, and biologics."
"While [those in the group] no longer have security clearance — they all have experience, knowledge of what they did and the projects that they previously dealt with — and contacts, who keep abreast of information. While the group is not out there to give out intelligence information, they’re out there to facilitate whistleblowers and try to move along disclosure. The group is connected to the Senate side of the legislative branch."
Doty's Group facilitate whistleblowers, finding the ones that have their own hands-on experience: "Pilots that chase these things and shot them down, recovery crews, DART team (Disaster Assistance Response Team) personnel that handled non-human intelligence, or non-human technology, or non-human biologics. [. . .] And we get these people up to Washington to testify in front of RO (responsible officer or authorizing individual) or the Senate, or the DoD IG (Dept. of Defense Inspector General) or the ICIG (Intelligence Community Inspector General).”
"[The original 1951 movie] The Day the Earth Stood Still, filmed in 1951 and aired shortly after that. That was a movie that the United States government cooperated in to try to get the story out there — conditioning (they call it) the public. [. . .] But — they kept hiding it. They kept digging holes for themselves.”
“Our job [referring to his Advanced Working Group] is disclosure because the government doesn’t want to do it. The government is scared to do it because it’s going to embarrass the government. [. . .] Ideas about the public being upset and the religious beliefs of [a] certain segment of society is going to be affected by it.”
Regarding disinformation, Doty shares: “They disinformed the American people. And I was responsible because in the ’70s and ‘80s I did that. I was responsible for deception operations. I mean, that was my job. [. . .] I see that the government is still doing that today. They put reports out there that are absolutely lies, 100% lies. [. . .] And that’s why we’re saying we want full disclosure."
Notably: “There are many other groups who are doing the exact same thing we’re doing. [. . .] A group in California made up of ex-scientists from Lawrence Livermore [National Laboratory], Los Alamos Sandia, Silicone Valley companies. There's a group of former contractors that are stationed out of Nevada that are working on a disclosure. [There’re] other scientists at MIT doing this. There’s a press group made of press personnel that are moving to disclosure.”
Regarding biologics being referred to under oath in DC: “Well, that was a startling revelation that some of the whistleblowers spoke about. [. . .] And I think everything that’s been said is factual. [There’re] volumes and volumes and volumes of information written about the subject of non-human biologics."
Referring to Project Steam Boiler: "[It] was started by the United States Navy in dealing with underwater submersibles, extraterrestrial crafts that could go from the atmosphere into water.” They’ve tracked them now, with "advanced submarines [and other submersibles] that can go a little bit deeper" — determining "where some of these things are possibly hidden under the ocean [. . .] depths of 15,000, 16,000 to 18,000 to 20,000 feet. [. . .] [M]y personal belief is that they proably live there."
Emery: “I know they do. [. . .] I’ve spoken to many admirals that said they do have their own facilities down there, little bases, and craft that are coming in and out through inner Earth and portals.”
Doty refers to another admiral regarding an advanced submarine that was patrolling and heard a noise that made the sonar operators curious. "They got to a certain place in the Indian Ocean and they could see lights, deep. [They] couldn’t go down there, obviously, but they pinpointed that location.” They filed a classified report back in their fleet headquarters in Hawaii — and they got back that “You don’t go back there anymore. [. . .] They’ve probably known about that place a long time. And that’s their home down there.”
Emery asked about people talking about an upcoming event with ETs:
Doty: “The event is supposed to occur between now and 2027, not 2027 necessarily,” stating he thought the information was leaked out "by a number of different people. A former CIA officer, John Ramirez, (not to be confused with John Ramirez, the evangelist) talked on his program about that. [. . .] I think it’s going to be a revelation. And that's just Rick Doty talking here. [. . .] I think the government knows.”
"There was a meeting three years ago that involved all the intelligence agencies. It was highly classified. [. . .] And some of the people that came out of there were stunned. [. . .] I don’t know if it’s going to be an Earth-shattering event or if it’s going to be a revelation that they’re going to show themselves to us in some manner, or maybe they’re going to give us their agenda for us."
Doty thinks this is, for the government, "the warm-up phase,” to facilitate future disclosure. [. . .] "And the public has to know that we have been visited, and we have connections with extraterrestrials. And that’s my motivating factor."

Retired AFOSI (Air Force Office of Special Investigagtions) agent Richard Doty speculates that various ETs, like Pleiadians, are guiding our evolution. Sharing details about unacknowledged special access programs (USAP), recovered ET craft, and Defense Advanced Research Projects Agency (DARPA), Doty says ETs are purposefully assisting us in advancing our technology and understanding.
Among other things, Doty shares how the government performs specific DNA testing in specialized laboratories, protected by the government, for determining which specific strain of alien DNA you might have — which lineage you come from.
He also explains how DARPA has been involved in testing people's frequencies — which are put into a database.Their scientists found that every single human generates a different frequency — and they've studied how to manipulate these. Doty personally knows of this program as he volunteered to be a ginny-pig to test this on. He tells us that the government actually refers to one of species of extraterrestrials as Pleiadians.
Doty also further discusses disclosure with the Whistleblowers Act. At the time the episode was aired, Doty claims that both sides of the House and Senate wanted disclosure. He’s spoken with members of Congress — but they want it in a logical and orderly way.
